The Handyman Co. of Delaware Valley, Inc., was founded in 1975 by Jay Kottoff. The goal was to provide One Stop Shopping for all Real Estate needs. We offered dependable and experienced trades-people to handle repairs, maintenance and improvements to residential and commercial real estate. In a short period of time, we expanded from a one person business to nineteen full time employees. The size and scope of the jobs we were entrusted with expanded dramatically as we established a proven track record with our many clients, architects, and designers.
Four years later, Action Builders and Remodelers division was created to more effectively handle our clients' desire for us to handle larger projects. We are committed to providing creative, practical, and financially viable solutions for the special circumstances for each situation.
Action Builders and Remodelers specializes in partial and total rehabilitations of residential and commercial properties, historic restorations, kitchens, baths, decks, maintenance and repairs to homes and businesses. We can renovate, build on, or fix almost any property. Our company motto is “Promise More. Deliver More.” We are licensed and insured. Our company is a Lead Safe E.P.A. certified Contractor. Two of our staff have been trained through an accredited program to be EPA Certified Renovators. We are licensed and insured, and have impeccable credentials. Most of the jobs we have done in the last three decades have been for existing clients, their friends and relatives. We work with several designers and architects. We can take your ideas from concept to execution with our Design-Build program.
One of our projects was featured in two trade publications, showcasing our creative solutions for a client in a Center City high rise condominium, off Rittenhouse Square. Even though the Better Business Bureau reports that General Improvement Contractors are one of the most complained about industries, in our more than thirty-five years in business, there has never been a claim or complaint lodged against either of our companies by any individual or organization to any consumer or governmental agency. We always get results for our clients, not complaints. Most of the specialty trades we use on our projects, we have been working with for decades, literally. Every professional that we bring to a project has extensive experience in their area of expertise. We are licensed to work in many municipalities in southeastern Pennsylvania. We have done numerous projects in Center City Philadelphia and the Main Line.
The jobs we do are big and small. We send out many invoices for less than $200.00. We are equipped to take on projects up to $1,000,000.00. Action Builders and Remodelers has done literally thousands of projects over the last three decades. Action Builders took a property on Spruce St., that was originally an embassy that had been made into apartments, and converted the building to offices for a prestigious Philadelphia law firm. For several years, we were the only General Contractor allowed to work for the owners of The Architects Building in Center City. We have done numerous historic restorations, working with the Philadelphia Historic Commission. We have converted apartment buildings to single family residences. We have renovated literally hundreds of bathrooms and kitchens. We have done work on several restaurants in Philadelphia. We have maintained properties for (absentee) landlords. We have handled maintenance services for condominium associations and individual property owners.

In 1975, Jay founded The Handyman Co. of Delaware Valley, Inc. In 1979, he expanded the business to include Action Builders and Remodelers, committed to completing large projects creatively, efficiently, on time, and on budget. In 1988, he received a Certificate of Completion by the American Association of Radon Scientists and Technologists, Inc. In 1998, he met all the “ethical standards of business practice and competency in the performance of remodeling projects” by the National Association of the Remodeling Industry (NARI), and achieved the designation of a Certified Remodeler. In 2010, the EPA certified Jay Kottoff as a Lead Renovator.
Jay graduated Adelphi University, Magna Cum Laude. He was a VISTA Volunteer (domestic Peace Corps), working as a business consultant for a community owned organization in Cleveland. He taught a course on construction techniques with hands-on experience at a community center. Jay was elected a Philadelphia Committeeman in the 70's. He received a Commendation from the Philadelphia Police Department for his active participation in “Operation Town Watch”, having co-founded one of the most successful Town Watch organizations of its time, in the Art Museum Area. Jay has been a dedicated mid distance runner for three decades. He was an avid skier for over thirty-five years. He has raised three dogs with his partner of thirty-plus years. One of their homes was featured on an HGTV program.
